The White House has concluded that Bashar Assad’s forces have used chemical weapons and crossed President Obama’s red line, The New York Times is reporting.

According to the Times, an internal memo circulating inside the government has concluded that “intelligence community assesses that the Assad regime has used chemical weapons on a small scale against the opposition multiple times in the last year.”

The administration is expected to announce its next steps during a conference call at 5 p.m. The president has been meeting with his national security staff all week on the issue as he considers proposals to send arm to vetted rebel groups and set up a no-fly zone to protect rebel-controlled territories.
