ON TAP TUESDAY I: The Senate Energy and Natural Resources Committee will gather to review stalled legislation to implement a 2012 U.S.-Mexico offshore energy collaboration pact.

The committee is scheduled to hear from senior State and Interior Department officials on bills to implement the Transboundary Hydrocarbons Agreement.

It’s meant to enable cooperation in oil-and-gas development along a maritime border in the Gulf of Mexico.

But the House and Senate are at odds over a House provision that would exempt companies operating under the pact from certain Dodd-Frank disclosure requirements.

A committee aide said the hearing is happening whether there’s a partial government shutdown or not.

ON TAP TUESDAY II: The House Oversight and Government Reform Committee will meet for a hearing on John Beale, the former senior Environmental Protection Agency employee who recently pleaded guilty to stealing nearly $900,000 in salary, bonus and other payments.
