Rep. Paul Ryan (R-Wis.), one of the driving forces behind immigration reform, said Sunday that despite the release of new House GOP principles on immigration, passage of a bill this year is “clearly in doubt.”

He said on ABC’s “This Week” that progress on immigration depends on the willingness of President Obama and Democrats to bow to GOP demands for border and internal security increases and their abandoning of “amnesty.”

Asked if that will happen he said, “I just don’t know if that is going to be the case.”

“This is not one of those issues that has a deadline like a government shutdown,” he added. He said it would be responsible to try to address border security soon, however, since the government does not know who is in the country.
