President Barack Obama on Monday will nominate Bob McDonald, the former chief executive of Procter & Gamble Co. to serve as secretary of Veterans Affairs, a White House official said.

If confirmed by the Senate, Mr. McDonald, a veteran and a West Point graduate, would take over a troubled department that is scrambling to address systemic problems within the VA health-care system.

The White House official said Mr. McDonald’s personal and professional history qualify him to lead the VA during an important time.
